Mrs. Chloe E. Hicks was raised in New York City, NY. Upon completion of high school, she graduated from Fisk University in Nashville, TN. Mrs. Hicks married and had two daughters named Sherlynn and Lucia.

Mrs. Hicks was employed by the Department of Welfare for New York City and the Department of Public Aid and Shapiro Development Center, both of Kankakee. She retired from Shapiro Development Center in December of 1995.

One of her most satisfactory endeavors of her lifetime was her position of Union President. She held this position for twenty-three years. It was this position that enhanced her social work skills and helped her develop patience and tolerance.

Mrs. Hicks is most proud of her children, grandchildren and their families.
